A locked gate was installed in 2019 or 2020, blocking off public access. Below is what I had originally written about these stairs.

This may be the strangest stairway in the entire city. It goes underneath the adjacent apartment building, giving it the appearance of being a side entrance to that building. The only indication that it's a city street is a street sign on the side of the building. These stairs do serve a purpose, as they're the only access for two buildings at the south end.

It looks as though it was gated off at one point. There's a short wooden gate at blocking one side of the alley at Green Street, and visual evidence that there used to be another gate attached to the other side.
